This report presents provides a contemporary profile of every child accommodated within Scotland’s secure care estate on the day of the 2025 census. Building on earlier censuses undertaken in 2018 and 2019 – and benefiting from previously unpublished data from those studies – this report examines changes in the characteristics, experiences and needs of children entering secure care during a period marked by significant legislative reform, economic instability and wider societal change.
