CYCJ Webinar: Children, Capacity and Justice: Reflections from a Comparative Placement between Turkey and Scotland

Summary:

This webinar will explore the key differences between Türkiye’s and Scotland’s juvenile justice systems through the perspective of Dr Kemal Saruhan’s placement as a Visiting Researcher at CYCJ. His work examines how each system assesses children’s criminal capacity, how developmental and welfare considerations are incorporated into decision-making, and how protective or rehabilitative measures are implemented when children are in conflict with the law.

Drawing on legal, clinical and policy frameworks, the session will discuss the age-related criminal responsibility structures in both countries; the differing roles of child psychiatry, social work and legal actors; and how Scotland’s Children’s Hearings System provides an integrated, child-centred model. The webinar will also consider what lessons may be transferable across systems and the wider implications for practitioners and policymakers working with vulnerable children.

Targeted audience is for practitioners, policymakers and researchers.

Dr Kemal Saruhan is a Child and Adolescent Psychiatrist and a lawyer from Türkiye. He is currently a Visiting Researcher at the Children and Young People’s Centre for Justice (CYCJ), University of Strathclyde
