Ross is a Practice Development Advisor, focussing on project management of the Whole System Approach Implementation Group, implementation of the Children (Care and Justice) Act and working towards further increases to the age for criminal responsibility. Other areas of work include delivery of START-AV and CARM, and helping CYCJ and partners to achieve the ambitions set out in The Promise.

He qualified as a Social Worker from the University of Strathclyde in 2009, going on to work within a Youth Justice area team in Glasgow before moving to CYCJ in 2017. Prior work experience included roles in residential care, homelessness services, and training and learning. Ross is very, very slowly undertaking a part-time PhD at the University of Strathclyde which examines the life experiences of children who are placed within secure care through the lens of zemiology.

Ross is a member of the Social Work Scotland Justice Standing Committee where he has progressed use of Diversion from Prosecution, and has a particular interest in highlighting the impact of poverty and socioeconomic deprivation upon the lives of children and young people in conflict with the law. He is a member of GIRAF where he is working on a number of secure care related projects
