Cédric Foussard is the founder of the International Centre for Justice Alliance (ICJA), an international non-profit dedicated to transforming justice systems through collaboration, innovation, and strategic dialogue; bringing together policymakers, legal professionals, researchers, civil society actors, the private sector, and people with lived experience to drive lasting change.
Cédric is Visiting Professor at Manchester Metropolitan University on Children’s Justice, and Expert Advisor at the Children and Young People’s Centre for Justice as well as Expert Advisor to the Global Working Group on SDG16+ Justice for Children led by the Inspiring Children’s Futures at the University of Strathclyde. With nearly two decades of leadership at an international foundation dedicated to child justice, headquartered in Brussels, he has been instrumental in shaping global discourse and policy on children’s rights and child justice. He has organised several World Congresses on Justice With Children, convening thousands of experts from around the world. His work spans research, investigation, and advocacy, with a focus on fostering holistic, child-centred approaches to access to justice.
A prolific author and co-author, Cédric has contributed to major reference works published by Routledge, peer-reviewed journal articles including in Youth Justice (Sage), and a series of policy briefs covering topics such as digital justice, climate justice, child participation, alternatives to detention, and restorative justice. He is notably co-editor of Violence Against Children in the Criminal Justice System: Global Perspectives on Prevention (Routledge, 2019) and a co-author of the Global Declaration on Advancing Child-Centred Justice adopted at the 2025 Madrid World Congress.
